What is the navigation bar?
The navigation bar is the menu at the top of every page on your platform. It helps residents quickly reach key sections: the homepage, the projects overview, events, and any pages, projects or folders you add to it.
A well-structured navigation bar makes the platform easier to navigate, highlights what matters most to your community, and reflects how your organization works, by theme, by district, or by department.
You manage it in Admin panel → Pages & menu → Menu. You can reorder items, rename them in every platform language, remove them, and add your own custom pages, projects and folders.
The navigation bar holds up to 7 items: Home is fixed, so you can add up to 6 more.
Default items (Home, All projects, All input, Events) are marked Default. Except for Home, you can rename or remove them, and add a removed item back anytime with New menu item.
External links are not supported: navigation items always point to something on the platform itself.
What is a custom page?
A custom page is a standalone, flexible page for sharing information with your community. It gets its own URL (yourplatform.org/pages/your-page) and can be added to the navigation bar. Typical uses:
Regional or district hubs (e.g. North District, City Center)
Department overviews (e.g. Public Works, Youth Services)
Thematic project hubs (e.g. Climate & Sustainability)
Resource centers (e.g. Public service FAQs, Reports and documents)
You build a custom page with the same drag-and-drop content builder as the homepage. Combine banners, text, images, videos, files, buttons, columns and accordions and, with the advanced license, live lists of projects and events.
The key concept: a page displays projects, it doesn't contain them. You never create or move a project or folder "onto" a custom page. Instead, a Filtered projects widget shows every project that has one of the tags, areas or spaces you choose, including projects you create later. To hand-pick specific projects or folders instead, use the Selected projects and folders widget.
ℹ️ Creating custom pages is a license feature. The project, event and participation widgets are part of the advanced custom pages license: without it, they're greyed out in the builder. If you're missing either, reach out to your Government Success Manager.
What changed for existing pages?
In November 2026, custom pages moved to the content builder. Existing pages, including the About and FAQ pages, were converted automatically, with their content in the same order:
Hero banner → Banner widget
Page title → Title widget (hidden on pages with a banner, as before)
Top and bottom info sections → Text widget, or Rich text if they contained images, videos or buttons. You can keep editing a Rich text widget, but you can't add new ones.
Attachments → one File Attachment widget per file
Projects and folders list → Filtered projects widget with the same tags, areas or spaces
Events list → Events widget with the same filter
Sections that were switched off weren't carried over, because they weren't visible on the page. The Linked items setting and the Page content tab are gone: each widget now has its own filter.
Folder, space, custom page, or homepage widget?
Three tools group projects for residents. They solve different problems:
Use a folder when you want one container page that holds a set of related projects. The folder gets its own page and a card on the homepage, and can be added to the navigation bar. A project can only sit in one folder, and folders can't be nested. Spaces (add-on) group projects and folders by owner in the back office and have no page of their own. See Creating and Managing Folders and Spaces.
Use a custom page when you want a hub that shows projects across folders and surrounds them with your own content (banner, text, files, events). The Filtered projects widget pulls projects in by tag, area or space, so the same project can appear on several pages, no moving required.
Use the Selected projects and folders widget when you want a hand-picked, horizontally scrollable row of specific projects or folders. It's available in the homepage builder and, with the advanced license, on custom pages. See Customizing the homepage.
How to create your tags or areas
The Filtered projects and Events widgets need something to filter on. Create these first. They live in the platform settings, not on the page:
Tags: Settings → Tags
Go to Admin panel → Settings → Tags and open the Platform tags tab.
Click Add platform tag, name it in every platform language, and save.
Platform tags categorize projects: the same tags also power the project filters on the homepage, and residents can follow a tag to get notified when a new project launches with it.
Don't confuse them with the second tab, Input tags (default), which categorizes ideas and contributions inside projects.
You can rename what "tags" are called on your platform (e.g. "categories" or "departments") under Terminology.
If a tag can't be deleted because it's linked to a custom page, reach out to support.
Areas: Settings → Areas
Go to Admin panel → Settings → Areas.
Click Add area, name it in every platform language, and save.
Areas represent geography: districts, neighbourhoods, sub-municipalities.
You can rename the term "areas" platform-wide (e.g. "districts" or "wards") under Terminology.
Areas can also be used in the registration flow (place of residence and follow preferences), and residents can follow an area to hear about new projects in it.
Like tags, if an area can't be deleted because it's linked to a custom page, reach out to support.
How to assign areas or tags to your projects
Open a project and go to settings > Set Up, then set the tags or areas your widgets will filter on:
Tags: in the project settings, find the Tags field and select one or more platform tags.
Area: in the project settings, find the Area filter and choose Selection, then pick the area(s) the project belongs to. Careful with the all-areas option: a project set to appear in all areas shows up in every area-filtered list, so use "Selection" for projects that belong to one region.
How to create a custom page
Go to Admin panel → Pages & menu → Pages and click New custom page.
Enter a Title in every platform language and click Save custom page. The page URL is generated from the title.
You land on the page settings, with a preview of the page next to them. Here you can change the Title and the Slug (the end of the page URL; changing it breaks links you've already shared). Once the page is in the menu, you can also change its Title in navigation bar here.
Hover over the preview and click Edit page content to open the content builder. A new page starts with just its title.
Drag widgets from the left panel onto the page, then click a widget to edit its settings in the right panel. Use the language selector at the top to fill in every platform language.
Check the result with Preview, then click Save. Your changes are live as soon as you save.
Add the page to the navigation bar (see How to create a navigation bar item below).
ℹ️ A custom page is public at its URL as soon as you create it, even before you add it to the menu.
💡 When you're logged in as an admin, the Edit page button on the page itself takes you straight to its settings.
Widgets you can use on a custom page
Drag a widget from the left panel onto the page, then click it to edit its settings in the right panel. Most widgets are available on every platform; the project and participation widgets need the advanced custom pages license.
Content and layout widgets
Title: always on the page. You can move it, or hide it by turning off Show the title on the page. Changing it renames the page.
Banner: an image with header, sub-header and an optional button (No button or Custom, with button text and link). Choose a full-width, two-row or fixed-ratio layout, with an optional color overlay. You can add more than one banner.
Text, Image, Button and White space
2 column, 3 column, Accordion and Image & text cards to structure your content
Video Embed for videos, and Embed for external content such as maps or forms. See Embedding in the content builder.
File Attachment: one file residents can download. In the widget, click Upload files to page (it opens in a new tab), upload your file (max. 50 MB) and click Save attachments. Then go back to the builder, click Refresh file list and select the file.
HTML block: if it's enabled for your platform. See Adding custom HTML with the HTML block.
Community Monitor: if Community Monitor is active on your platform.
Project and participation widgets
These need the advanced custom pages license. Without it, they're greyed out in the left panel.
Filtered projects: projects with the tags, areas or spaces you choose (see below).
Events: events from every project, or from projects with the tags, areas or spaces you choose (see below).
Selected projects and folders: hand-pick projects and folders and set their order.
Custom pages: cards that link to your other custom pages.
Published projects and folders, Open to participation, Finished projects, Followed items, In your area, Spotlight and Call to action work the same as on the homepage. See Customizing the homepage.
Showing projects and events by tag, area or space
The Filtered projects widget
Click the widget to set it up:
Title (optional): a heading above the projects. Without one, no heading is shown.
Show projects with: One of these tags, One of these areas or One of these spaces (only with the Spaces add-on).
Selection: pick one or more tags, areas or spaces. If nothing is selected, residents don't see the widget.
You can add several Filtered projects widgets to one page, for example one per district.
Residents see a card grid with tabs for published and archived projects, and a Show more button that loads six cards at a time:
Tags: every project carrying at least one of the selected tags, shown as project cards. Projects that live inside folders appear as their own cards too. Folder cards never appear here, because folders can't be tagged.
Areas: every project in at least one of the selected areas, plus projects set to appear in all areas.
Spaces: the top level of the selected space(s), both folder cards and project cards. Projects inside those folders are reached through their folder card rather than duplicated.
Draft projects and unlisted projects never appear, and access rights are respected: each resident only sees the projects they're allowed to see.
The Events widget
Show events from: Every project, or only Projects in chosen areas, Projects with chosen tags or Projects in chosen spaces.
Heading (optional): a title above the events.
Include events which are: Upcoming and ongoing, Past, or both.
How many to show: All of them, across pages, or A limited number.
Include events from archived projects: on or off.
ℹ️ The Events widget can't be placed inside a 2 column or 3 column widget.
How to create a navigation bar item
Go to Admin panel → Pages & menu → Menu and click New menu item.
Choose Single item or Dropdown:
Single item: enter a Label (the name shown in the menu), choose the type (Page, Folder or Project), select the item and click Add to menu. Page includes your custom pages and any default page you removed earlier.
Dropdown: enter a Dropdown label (e.g. Departments), add custom pages, folders or projects one by one with Add, then click Add to menu. Default pages (e.g. All projects) can't go inside a dropdown.
ℹ️ The navigation bar holds 7 items, including Home. When it's full, New menu item is disabled.
Managing the navigation bar
Go to Admin panel → Pages & menu → Menu.
Drag and drop items to reorder them. Home always stays first.
Click the pencil icon to edit an item:
Home opens the homepage builder.
A custom page opens the page settings, where you can change its Title in navigation bar. The navigation title is independent from the page's own title, so the menu can stay short.
A project, folder or default item lets you rename it in each language (Name in navbar).
A dropdown lets you change its label and items.
Remove from menu hides an item from the navigation bar. Nothing is deleted, and you can add it back anytime with New menu item.
To delete a custom page, go to Pages & menu → Pages and click the bin icon next to it. You'll be asked to confirm, and this can't be undone.
Projects and folders in the navigation bar respect access rights: residents only see items they're allowed to access.
Worked example: a regional page for "North"
Say you run projects across several regions and want a page in the menu showing everything happening in the North region:
Settings → Tags → Platform tags → Add platform tag "North". (An area works just as well if your regions are geographic: then use Settings → Areas.)
Open each North project → project settings → Tags → add "North".
Pages & menu → Pages → New custom page → title "North" → Save custom page.
Edit page content → drag in a Filtered projects widget → Show projects with: One of these tags → Selection: "North". Add a Banner, a Text intro or an Events widget (Projects with chosen tags → "North") if you like, then click Save.
Pages & menu → Menu → New menu item → Single item → Label "North" → type Page → "North" → Add to menu.
Done: every project tagged "North", now or in the future, automatically appears on the page. No moving, no duplication, and the projects stay wherever they are (including inside folders).
Troubleshooting
"I want to create a folder on my custom page."
That's not possible: pages don't contain folders or projects. To show a group of projects on the page, tag those projects and add a Filtered projects widget for that tag (see the example above). To show a specific folder, add it with a Selected projects and folders widget. If you want a folder-style container page in the menu, create a regular folder and add it to the navigation bar instead.
"A project doesn't show up on my page."
Check, in order: is one of the project's tags or areas selected in the widget's Selection? (For spaces: is the project at the top level of the space, rather than inside a folder?) Is it published, not draft? Is it listed (unlisted projects are hidden from these lists)? Do the viewer's access rights allow them to see it? Archived projects are under the Archived tab.
"My folder doesn't show up on my tag-filtered page."
Folders can't be tagged, so tag and area filters only show project cards. Either tag the folder's projects (they'll appear as individual cards), add the folder with a Selected projects and folders widget, filter by space with the Spaces add-on (this does show folder cards), or add the folder itself to the navigation bar.
"I want projects to appear on my page but not on the homepage."
Tags don't remove projects from the homepage: the homepage shows whatever its widgets show. If it uses Published projects and folders, every published project appears there. Replace that widget with Selected projects and folders to choose exactly what the homepage shows, or place the projects in a folder: the homepage then shows one folder card, while your page still lists each project separately.
"Where did Linked items go?"
Filters now live in the widgets themselves. Open the page in the content builder and click the Filtered projects or Events widget to see or change its tags, areas or spaces.
"Some widgets are greyed out."
The project and participation widgets (such as Filtered projects, Events and Spotlight) are part of the advanced custom pages license. Reach out to your Government Success Manager to unlock them. The HTML block also needs to be enabled for your platform.
"Part of my page is missing after the update."
Only content that was visible on the page was carried over to the content builder: sections that were switched off weren't. Their content is still stored, so if you need it back, reach out to support.
How to edit the About and FAQ pages
The About and FAQ pages are built with the content builder, like any custom page.
Go to Admin panel → Pages & menu → Pages.
Click the pencil icon next to About (or FAQ).
Hover over the preview, click Edit page content, update the page and click Save.
The FAQ page's URL can't be changed. The terms and conditions and the privacy policy keep their own editor under Settings → Policies. See Customizing the policies on your platform.
