Navigation Bar and Custom Pages

Structure your platform's menu and build custom pages

Written by Ken Van Mechelen

What is the navigation bar?

The navigation bar is the menu at the top of every page on your platform. It helps residents quickly reach key sections: the homepage, the projects overview, events, and any pages, projects or folders you add to it.

A well-structured navigation bar makes the platform easier to navigate, highlights what matters most to your community, and reflects how your organization works, by theme, by district, or by department.

You manage it in Admin panel → Pages & menu. You can reorder items, rename them in every platform language, remove them, and add your own custom pages, projects and folders.

  • The navigation bar holds up to 7 items: Home is fixed, so you can add up to 6 more.

  • Default items (Home, All projects, All input, Events) can be renamed or hidden, but not deleted. Hidden items move to the "Other available pages" list, ready to be re-added later.

  • External links are not supported: navigation items always point to something on the platform itself.

What is a custom page?

A custom page is a standalone, flexible page for sharing information with your community. It gets its own URL (yourplatform.org/pages/your-page) and can be added to the navigation bar. Typical uses:

  • Regional or district hubs (e.g. North District, City Center)

  • Department overviews (e.g. Public Works, Youth Services)

  • Thematic project hubs (e.g. Climate & Sustainability)

  • Resource centers (e.g. Public service FAQs, Reports and documents)

A custom page is built from six sections you can switch on or off: a hero banner, a top info section, attachments, a projects and folders list, an events list, and a bottom info section.

The key concept: a page displays projects, it doesn't contain them. You never create or move a project or folder "onto" a custom page. Instead, the page has a filter (called Linked items), and it automatically displays every project that matches it. The filter works through tags, areas or a space. You control what the page shows by assigning those to your projects, including projects you create later, which appear on the page automatically.

ℹ️ Creating custom pages and displaying linked projects on them are license features. If you don't see the Create custom page button or the Linked items options, reach out to your Government Success Manager.

Folder, space, custom page, or homepage widget?

Three tools group projects for residents, they solve different problems:

  • Use a folder or space when you want one container page that holds a set of related projects (or folders when using a space). The folder gets its own page and card on the homepage, and can be added to the navigation bar. A project can only sit in one folder, and a folder can only sit in one space. Neither folders or spaces can be nested. See Creating and Managing Folders and Spaces.

  • Use a custom page with linked items when you want a hub that shows projects across folders and adds your own content around them (banner, text, attachments, events). Because linking works through tags or areas, the same project can appear on several pages, no moving required.

  • Use a homepage widget when you want a hand-picked, horizontally scrollable row of specific projects or folders on the homepage: the Selected projects and folders widget in the homepage builder. See Customizing the homepage.

How to create your tag or areas

The page filter needs something to filter on. Create these first, they live in the platform settings, not on the page:

Tags: Settings → Tags

  1. Go to Admin panel → Settings → Tags and open the Platform tags tab.

  2. Click Add platform tag, name it in every platform language, and save.

  • Platform tags categorize projects: the same tags also power the project filters on the homepage, and residents can follow a tag to get notified when a new project launches with it.

  • Don't confuse them with the second tab, Input tags (default), which categorizes ideas and contributions inside projects.

  • You can rename what "tags" are called on your platform (e.g. "categories" or "departments") under Terminology.

  • A platform tag that a custom page uses cannot be deleted until the page stops using it.

Areas: Settings → Areas

  1. Go to Admin panel → Settings → Areas.

  2. Click Add area, name it in every platform language, and save.

  • Areas represent geography: districts, neighbourhoods, sub-municipalities.

  • You can rename the term "areas" platform-wide (e.g. "districts" or "wards") under Terminology.

  • Areas can also be used in the registration flow (place of residence and follow preferences), and residents can follow an area to hear about new projects in it.

  • Like tags, an area used by a custom page cannot be deleted until the page stops using it.

How to assign areas or tags to your projects

Open a project an navigate to settings > Set Up and set the grouping the page will filter on:

  • Tags: in the project settings, find the Tags field and select one or more platform tags.

  • Area: in the project settings, find the Area filter and choose Selection, then pick the area(s) the project belongs to. Careful with the all-areas option: a project set to appear in all areas shows up on every area-filtered page, so use "Selection" for projects that belong to one region.

How to create a custom page

  1. Go to Admin panel → Pages & menu -> Pages and click New custom page.

  2. Fill in the Title (the main heading on the page) and the Title in navigation bar (the shorter name shown in the menu). The page URL is generated from the title; you can adjust it later in the page settings — but be careful, changing it breaks links you've already shared.

  3. In the Page Settings you find will find Linked items, here you can choose how the page selects projects:

    • None: the page shows no projects (purely informational page).

    • By tag(s): select one or more platform tags.

    • By area: select exactly one area.

    • By space: select one or more spaces (only visible with the Spaces add-on).

  4. Save. You land on the Page content tab, where you switch the page's sections on and off.

ℹ️ If Linked items is set to None, the "Projects and folders list" and "Events list" sections don't appear on the Page content tab at all. To add them later, first change the filter under Page settings.

How to create a navigation bar item

  1. Go to Admin panel → Pages & menu -> Menu and click New menu item.

  2. Choose wether it is a Single item or a Dropdown

    1. Single item: select a page and a navigation bar item will appear that brings you to the selected custom page

    2. Dorpdown: a navigation bar item will appear that contains a dropdown to multiple selected pages, these pages can be Custom Pages, Projects, Folders or Spaces

The page content sections

  • Hero banner: banner image with header and subheader text. Four layouts (full-width, two-column, two-row, fixed-ratio), an optional color overlay with adjustable opacity, and an optional call-to-action button with its own label and URL. If the banner is off, the page shows its title as a plain heading.

  • Top info section: your own rich content at the top of the page: formatted text, images, videos, buttons and links.

  • Attachments: files residents can download from the page (max. 50 MB per file).

  • Projects and folders list: shows the projects (and, for space filters, folders) matching your Linked items setting. You can preview what will be shown.

  • Events list: shows events related to the linked projects.

  • Bottom info section: your own rich content at the bottom of the page.

Residents see the sections in this order: banner (or title) → top info → attachments → projects and events → bottom info.

What residents see in the projects list

The linked projects render as a card grid across the page, with tabs for active and archived projects and a "Show more" button that loads six cards at a time.

  • By tag(s): every published project carrying at least one of the selected tags — shown as project cards. Projects that live inside folders appear as their own cards too. Folder cards never appear here, because folders can't be tagged.

  • By area: every published project assigned to the selected area, plus projects set to appear in all areas.

  • By space: the top level of the selected space(s) — both folder cards and project cards. Projects inside those folders are reached through their folder card rather than duplicated.

  • Draft projects and unlisted projects never appear in the list, and access rights are respected: each resident only sees the projects they're allowed to see.

Managing the navigation bar

Go to Admin panel → Pages & menu. You'll see two lists: Menu (Pages shown on your navigation bar) and Pages (Other available pages).

  • Click Add to navbar on a hidden item to show it, or Remove from navbar to hide one — removing never deletes the page itself.

  • Drag and drop items to reorder them. Home is fixed in first position; editing it opens the homepage builder.

  • Click Edit to rename an item per language. The navigation title is independent from the page's own title, so the menu can stay short.

  • Use Add project or folder to navbar (top right) to put a project or folder directly in the menu, with a custom name.

  • Items marked DEFAULT can be hidden but not deleted. Custom pages can be deleted — you'll be asked to confirm, and deletion can't be undone.

  • Projects in the navigation bar respect access rights: residents only see items they're allowed to access.

Worked example: a regional page for "North"

Say you run projects across several regions and want a page in the menu showing everything happening in the North region:

  1. Settings → Tags → Platform tags → Add platform tag "North". (An area works just as well if your regions are geographic — then use Settings → Areas.)

  2. Open each North project → project settings → Tags → add "North".

  3. Pages & menu → Create custom page → title "North" → Linked items: By tag(s) → select "North" → save.

  4. On the Page content tab, switch on the Projects and folders list (and the Events list, if you want related events shown). Add a banner or intro text if you like.

  5. Back in Pages & menu, click Add to navbar next to your new page.

Done — every project tagged "North", now or in the future, automatically appears on the page. No moving, no duplication, and the projects stay wherever they are (including inside folders).

Troubleshooting

"I want to create a folder on my custom page."

That's not possible, pages don't contain folders or projects. If you want the page to show a group of projects, tag those projects and filter the page by that tag (see the example above). If you want a folder-style container page in the menu, create a regular folder and add it to the navigation bar instead. And if you're after a hand-picked, swipeable row of projects on the homepage, use the Selected projects and folders widget in the homepage builder.

"A project doesn't show up on my page."

Check, in order: does the project carry the page's tag (or area/space)? Is it published, not draft? Is it listed (unlisted projects are hidden from page lists)? Do the viewer's access rights allow them to see it?

"My folder doesn't show up on my tag-filtered page."

Folders can't be tagged, so tag- and area-filtered pages only show project cards. Either tag the folder's projects (they'll appear as individual cards), add the folder itself to the navigation bar, or with the add-on filter the page by space, which does show folder cards.

"I want projects to appear on my page but not on the homepage."

Tags don't remove projects from the homepage. What you can do: place the projects in a folder — the homepage then shows one folder card instead of every individual project card, while your tag-filtered page still lists each project separately.

"I don't see the Linked items options."

Displaying projects by tag or area isn't part of every license. Reach out to your Government Success Manager.

How to customize the About page

  1. Go to Admin panel → Pages & menu.

  2. Click Edit next to About.

  3. Add or update background information, FAQs, photos and videos, guidelines or documents, and contact details.

  4. Save when finished.
